LOS ANGELES, CA – The California Highway Patrol on Tuesday announced the recovery of nearly $400,000 worth of stolen goods and three arrests as part of an investigation by the agency’s Organized Retail Crime Taskforce.

A father-daughter duo has been charged with allegedly carrying out retail thefts, and their “fence,” a person who sells stolen goods, was also arrested.

On July 30, CHP investigators served a search warrant at a residence identified as being used to store stolen merchandise that was then sold at an open-air market in Torrance, Calif. Jose Cuadra, 41, suspected of being the leader of the fencing operation, was arrested at his Los Angeles residence.

During the search, investigators recovered nearly $400,000 in stolen retail merchandise, designer shoes, purses, and perfume, which were being sold as legitimate.

Investigators identified Cuadra as an alleged fence after following two alleged retail thieves, known as “boosters,” to his residence, where they sold the items they had allegedly stolen that day.

On Aug. 14, investigators obtained arrest warrants for the alleged boosters, Johny Arciniegas-Cortes, 46, and his daughter, Paula Arciniegas, 28. Both were arrested without incident in Anaheim.

According to CHP, Arciniegas-Cortes and Arciniegas are believed to have stolen around $10,000 worth of merchandise.

Cuadra was charged with two felony counts of receiving stolen property, one felony count of organized retail theft in concert with two or more persons, and one felony count of the manufacture and sale of counterfeit mark.

Arciniegas-Cortes and Arciniegas were each charged with two felony counts of grand theft, one felony count of conspiring to commit a crime, and four misdemeanor counts of shoplifting with a value less than $950.
