CHICAGO, IL – A former deputy police chief from Dolton, Illinois, has been indicted by a federal grand jury in Chicago on multiple charges of bankruptcy fraud. Lewis A. Lacey, 61, of Matteson, Illinois, is accused of concealing assets and income to avoid paying creditors and settling a lawsuit.

Details of the Charges
Lacey faces a nine-count indictment, which includes charges of bankruptcy fraud, making false statements in a bankruptcy case, and perjury. Each count carries a potential maximum sentence of five years in prison. The court has not yet scheduled his arraignment.
The indictment alleges that Lacey, who has reportedly filed multiple bankruptcy cases dating back to the 1980s, submitted fraudulent petitions in 2019 and 2020.
These filings were intended to prevent the enforcement of a $55,000 settlement agreement from a 2017 lawsuit. The plaintiff in that case claims that Lacey still owes $43,000.
Allegations of Fraudulent Behavior
Prosecutors assert that Lacey deliberately underreported his monthly income, concealed bank accounts, and falsely claimed that he was separated from his spouse. These actions were allegedly taken to lower his repayment obligations.
The indictment is part of an ongoing federal investigation into his financial dealings.
Recent Termination from Police Department
At the time of the alleged fraudulent activities, Lacey was serving as a police officer with the Dolton Police Department.
However, his employment was recently terminated during a contentious village board meeting. The board, led by Mayor Tiffany Henyard, cited payroll reductions as the reason for his dismissal.
Connections to Other Fraud Cases
Lacey’s indictment marks the second time a Dolton administrator close to Mayor Henyard has faced bankruptcy fraud charges.
Village manager Keith Freeman is also under investigation for similar allegations, highlighting a broader issue within the village’s administration.
