DOLTON, IL – Dolton Mayor Tiffany Henyard, often referred to as the “Dolton Dictator,” encountered significant criticism on Monday from a former supporter amid ongoing allegations of financial misconduct during her time in office.
Carmen Carlisle, a trustee on the Thornton Township Board, accused Henyard, who is 41, of engaging in what she described as “unethical and predatory behavior” to expand her influence in the community.
Carlisle, who previously served as Henyard’s assistant before becoming a trustee in May 2023, stated that she had decided to speak out against Henyard after observing what she believed were manipulative tactics used by the mayor to control employees, vendors, and residents.

According to Carlisle, Henyard has been using her position to present a misleading image of success, which she claims is funded by the taxpayers of Thornton Township and the Village of Dolton.
Elected in 2021, Henyard has faced increasing scrutiny over her alleged misuse of public funds.
Carlisle admitted that she initially stayed silent about the extravagant expenditures and trips approved by the administration because she trusted the process. However, she has since questioned the leadership, leading the board of trustees to implement tighter controls on spending related to special events and credit card usage.
Carlisle expressed that she felt compelled to take a stand not only for herself but also for others who she believes have suffered under Henyard’s leadership. She suggested that many others have been victims of retaliation, termination, or deception but have yet to come forward.
Henyard, responding to Carlisle’s accusations, did not hold back during a special meeting on August 15, where she sarcastically dubbed Carlisle with a new nickname and dismissed the criticism, suggesting that everyone was part of the “charade.”
Carlisle explained that her decision to remain silent in the past stemmed from her trust in the administration, a trust that has since eroded, prompting her to ask more questions.
Alongside trustee Chris Gonzalez, Carlisle called for the special meeting after their repeated attempts to place items on the agenda at regular meetings were ignored. Both Carlisle and Gonzalez have been seeking financial records since Henyard took office.
Carlisle, reflecting on her time as Henyard’s assistant, noted that her doubts began when Henyard made public statements that contradicted what Carlisle had witnessed firsthand. This included claims about not knowing anything about a foundation that had been discussed in Carlisle’s presence.
Henyard has denied any personal connection to the Tiffany A. Henyard Cares Foundation, which claims to support folks needing medical care.
The foundation received a $10,000 donation from the town board in September 2022, the same day it was officially registered with the state.
Documents obtained by investigative reporters revealed that a month later, Henyard organized a 10-day walk and bike ride to Springfield in the name of the foundation. However, many of the expenses for this trip, including hotels, meals, and other services, were charged to the Dolton credit card, amounting to $11,000.
Adding to the controversy, Dolton Deputy Police Chief Lewis Lacey, a known ally of Henyard, was recently indicted on charges of bankruptcy fraud and other related offenses.
Lacey is accused of concealing assets and income to deceive creditors and avoid paying a settlement from a previous lawsuit, according to the U.S. Attorney’s Office for the Northern District of Illinois.
