DOLTON, IL – The Illinois state comptroller, Susana Mendoza, has taken the unprecedented step of withholding funds from the village of Dolton, citing ongoing non-compliance with state financial reporting requirements. This action comes in response to Dolton Mayor Tiffany Henyard’s failure to submit necessary financial reports for 2022 and 2023.

The funds in question, typically distributed to municipalities as part of the state’s “offset” program, amount to $135,000, which the village will not receive until compliance is restored.

Potential Fines and Financial Impact

In addition to withholding funds, Comptroller Mendoza has warned that Dolton could face fines totaling $78,600 if the required financial records are not submitted.

These fines would further strain the village’s already precarious financial situation.

Mendoza emphasized that while her office generally works with municipalities facing difficulties in meeting reporting requirements, Dolton’s case is unique due to the complete lack of communication and cooperation from Mayor Henyard’s office.

Allegations of Mismanagement and Federal Investigation

Mayor Henyard, who has been in office since 2021, is under increasing scrutiny amid allegations of mismanagement and misuse of taxpayer funds.

Earlier this year, federal investigators issued subpoenas for financial documents related to Henyard and the village, suggesting a broader investigation into potential misconduct.

Controversy Surrounding Deputy Police Chief

Adding to the village’s troubles, Deputy Police Chief Lewis Lacey was recently indicted on federal charges of bankruptcy fraud. Although the charges are unrelated to his duties in Dolton, the situation has created confusion within the police department.

Despite being placed on administrative leave by village trustees, Mayor Henyard reportedly instructed officers to continue following Lacey’s orders, causing further discord within the administration.

Dispute Over Village Leadership

The controversy doesn’t end with Lacey.

Village Administrator Keith Freeman, once an ally of Henyard, has also become embroiled in legal issues. Freeman was charged with bankruptcy fraud earlier this year, unrelated to village affairs.

The relationship between Freeman and Henyard has deteriorated, with conflicting reports on whether Freeman has been terminated from his position. Trustees opposed to Henyard assert that she does not have the authority to unilaterally make such personnel decisions.

Financial Mismanagement Allegations Escalate

In a related development, former Chicago Mayor Lori Lightfoot recently disclosed that Dolton’s finances are in disarray under Henyard’s leadership, highlighting questionable spending practices.

One report detailed $43,000 spent on Amazon purchases in a single day, raising further concerns about the village’s financial governance.

Ongoing Uncertainty in Dolton’s Leadership

As the village of Dolton navigates these challenges, Mayor Henyard’s leadership continues to be a focal point of controversy.

Despite earlier reports suggesting she has been absent from the public eye, trustees insist that Henyard remains active on social media and has attended meetings, though she has offered little comment on the financial issues facing the village.

The situation in Dolton remains fluid, with Comptroller Mendoza holding firm on her decision to withhold funds until the village complies with state financial reporting laws.

The ongoing legal and administrative turmoil underscores the challenges facing the village as it grapples with leadership disputes and financial instability.
