RACINE, WI — In a disturbing development, Paul Shelton, 43, found himself back behind bars after allegedly filming children at a local Wisconsin grade school without permission. The Racine County Sheriff’s Office launched their investigation on March 7 when witnesses reported seeing the registered sex offender recording minors on school property.
Multiple Violations Lead to Arrest
The Internet Crimes Against Children division quickly determined that Shelton had breached multiple conditions of his status.
Not only had he entered school grounds without authorization, but he also failed to notify school officials of his sex offender registration—both serious violations of his legal obligations.
Partner Also Faces Legal Troubles
The case took another twisted turn on March 13 when authorities executed a search warrant at Shelton’s home.
Both Shelton and his significant other, Dana R. Kozeluh, 43, were taken into custody. Kozeluh faces charges related to bail jumping from a previous case involving child neglect and truancy.
Child Protective Services stepped in to ensure the safety of the couple’s children.
Mounting Legal Challenges
Shelton now confronts multiple charges, including failure to update his sex offender information, unauthorized photography of minors, and three counts of misdemeanor bail jumping.
Both suspects were transported to Racine County Jail, with charges submitted to the District Attorney’s Office.
