Ex-CIA Officer Sentenced to 30 Years for Sexual Exploitation of Dozens of Women

ST. PAUL, MN – A former CIA officer has been sentenced to 30 years in federal prison for drugging, sexually assaulting, and recording numerous women across different countries while working for the agency. Brian Jeffrey Raymond, 48, faced his sentencing Wednesday, following a guilty plea in a case that revealed years of abuse.
Former CIA Officer Admits to Years of Abuse
Raymond, who entered a plea agreement in November 2023, admitted to a range of charges, including sexual abuse, coercion, and the transportation of obscene material. He confessed to drugging and sexually assaulting at least four women and having nonconsensual sexual contact with six others.
Furthermore, he admitted to photographing or filming 28 additional women without their consent after drugging them, with two other women also drugged but not filmed.
“When this predator was a government employee, he lured unsuspecting women to his government-leased housing and drugged them,” U.S. Attorney Matthew Graves remarked.
“After drugging these women, he stripped, sexually abused, and photographed them. Today’s sentence ensures that the defendant will be properly marked as a sex offender for life, and he will spend a substantial portion of the rest of his life behind bars.”
Crimes Spanning Over a Decade
The crimes were committed over a 14-year period, with many incidents occurring during Raymond’s assignments in Mexico City. Between 2006 and 2020, Raymond used his role to target women, with recordings and photographs taken in Mexico City and elsewhere. Upon learning he was under investigation, Raymond attempted to destroy explicit evidence by deleting photos and videos.
“Brian Raymond sexually exploited dozens of women over the course of 14 years, including while he served abroad as a U.S. government employee,” said Principal Deputy Assistant Attorney General Argentieri.
“Today’s sentence underscores the Criminal Division’s commitment to prosecuting sexual abuse in violation of federal law—no matter where those violations occur or who commits them. We are grateful for the valuable partnership we have with the Mexican government and will continue to work with our domestic and international partners to pursue justice for victims of sexual exploitation.”
Sentencing and Long-Term Implications
In addition to 30 years in federal prison, Raymond’s sentence includes a lifetime of supervised release, requiring him to register as a sex offender. He is also obligated to pay $260,000 in restitution to the victims.
“For 14 years, Raymond exploited his trusted position as a U.S. government representative to lure women into his confidence,” stated Assistant Director in Charge Sundberg.
“He then drugged and sexually assaulted them and took explicit photos and videos of them without their consent. The FBI thanks the brave women who shared information that furthered this investigation. We recognize our domestic and foreign law enforcement partners who helped bring Raymond to justice for his reprehensible crimes.”
Raymond’s case serves as a grim reminder of the potential for abuse of power and highlights the continued efforts of law enforcement to hold individuals accountable, regardless of their position.
