HOUSTON, TX – A convicted predator with a history of targeting Houston, Texas elementary school students has been elevated to Texas’ 10 Most Wanted Fugitives List. Carlos Jose Ayala Morales, a 43-year-old Honduran national who previously served prison time for multiple attacks on children, is now being hunted by authorities after allegedly assaulting another young victim near a Houston elementary school, marking the latest in a disturbing pattern of predatory behavior that has terrorized local neighborhoods.

Latest Attack Sparks Community Fear

The most recent incident occurred on January 27 near Travis Elementary School in Houston’s Woodland Heights neighborhood, where Morales allegedly groped a 7-year-old girl walking home from school.

Surveillance footage captured him fleeing the scene, and the victim later positively identified him as her attacker, intensifying the urgency of the manhunt.

History of Predatory Behavior

Between 2014 and 2017, Morales was connected to 10 separate incidents involving children aged 7 to 15 in Houston’s east side.

In one particularly brazen attempt, he tried to force a 7-year-old girl into his car, but her quick-thinking 9-year-old brother intervened, causing Morales to flee.

These attacks led to his conviction on four counts of indecency with a child, resulting in a seven-year prison sentence through a plea agreement – significantly less than the maximum 20-year sentence possible under Texas law.

Administrative Oversights Raise Questions

Following his release from prison, Morales was briefly in ICE custody but was subsequently released for reasons that remain unclear.

Adding to the controversy, he was initially absent from the Texas Sex Offender Registry, an oversight that was only corrected after media scrutiny brought attention to the omission.

Physical Description and Safety Warning

Law enforcement describes Morales as standing 5 feet 8 inches tall, weighing approximately 130 pounds, with distinctive tattoos on his abdomen, back, right hand, and both arms.

Authorities emphasize that he should be considered armed and dangerous, warning the public not to attempt any direct intervention.

How to Help

A $5,000 reward is being offered for information leading to Morales’ arrest. The public can submit anonymous tips through multiple channels, including the Crime Stoppers hotline (1-800-252-TIPS), the DPS website, or through Facebook’s “SUBMIT A TIP” feature.

A concerned local mother, Holly Roemisch, expressed the community’s urgent desire for resolution. She noted that while identifying the perpetrator was crucial, what matters most now is bringing him into custody to prevent any further attacks on vulnerable children here in Houston.
