Robert E. Kozlowski, 52, a member of the Belvidere Police Department, surrendered to Illinois State Police on Friday after an indictment was handed down by a Boone County Grand Jury. The case began on March 19 when a woman came forward with allegations against Kozlowski. She reported that he had sexually assaulted her while off duty.
