BELVIDERE, IL – A shocking case has unfolded in Belvidere, Illinois as an off-duty police officer faces accusations of sexual assault and abuse. The officer, a veteran of the force, now finds himself behind bars, accused of violating the trust of the community he once served.

Robert E. Kozlowski, 52, a member of the Belvidere Police Department, surrendered to Illinois State Police on Friday after an indictment was handed down by a Boone County Grand Jury. The charges, which include criminal sexual assault and criminal sexual abuse, have rocked the small city of 25,000 residents.

A Complaint Sparks an Investigation

The case began on March 19 when a woman came forward with allegations against Kozlowski. She reported that he had sexually assaulted her while off duty.

Recognizing the severity of the claims, Belvidere police immediately contacted the Illinois State Police to ensure an impartial investigation. Kozlowski was placed on paid administrative leave as the inquiry unfolded.

The investigation culminated in an indictment issued Thursday. Kozlowski now faces one count of criminal sexual assault and two counts of criminal sexual abuse—serious felonies under Illinois law.

Arrest and Potential Consequences

Following the indictment, a warrant was issued for Kozlowski’s arrest. He voluntarily turned himself in and is currently being held at the Boone County Correctional Facility. No bond has been set.
