BISMARCK, ND – A high-speed chase that ended in tragedy has resulted in a 28-year prison sentence for Ian Cramer, the 43-year-old son of North Dakota Senator Kevin Cramer (Republican). What began as a desperate escape from a hospital spiraled into a deadly crash, leaving Mercer County Sheriff’s Deputy Paul Martin dead and the state grappling with the consequences of addiction, mental illness, and a deadly decision.

The Chase That Led to a Deputy’s Death

The events unfolded on December 6, 2023, when Ian Cramer, already struggling with mental health issues and substance abuse, fled from a hospital in Bismarck. His mother had brought him in for psychiatric help, but things took a turn for the worse when Cramer managed to get behind the wheel of their vehicle.

He sped away, smashing through a closed garage door, and quickly found himself evading law enforcement in a chase that reached speeds over 100 mph.

Despite his tires being spiked, Cramer continued to drive erratically, eventually slamming into Deputy Martin’s patrol vehicle, causing a fatal collision. Martin, 53, was rushed to a local hospital, where he was pronounced dead.

Charges and Sentencing

Ian Cramer pleaded guilty to several charges, including homicide, reckless endangerment, and drug-related offenses. He admitted to using methamphetamine and bath salts the day of the crash.

During sentencing, Judge Bobbi Weiler handed down a sentence of 28 years in prison, with 10 years suspended. Cramer will also serve three years of probation and receive credit for over a year spent in jail.

Although Cramer will likely serve a reduced portion of his sentence, the judge emphasized that he would have the opportunity for parole, something Deputy Martin would never get. The court also recommended treatment for addiction and mental health.

The Impact on a Family and a Community

Cramer expressed deep remorse during the proceedings, apologizing to the family of Deputy Martin. His mother, Kris Cramer, also made a statement in which she explained that her son had long struggled with addiction and mental illness. She took some responsibility for the events, reflecting on her son’s condition.

Senator Kevin Cramer, though supportive of the court’s decision, voiced frustration over the lack of focus on mental health during the trial. He noted that his son’s choices, while affected by his mental state, ultimately led to the fatal crash.

Deputy Martin’s colleagues remembered him as a kind and caring officer, known for his gentle nature and deep commitment to his community. His passing has left a hole in the department and a grieving family behind. Meanwhile, Ian Cramer faces additional charges from a separate incident at the hospital, and a jury trial for those charges is set for January.
