ST. PAUL, MN – A St. Paul, Minnesota resident has been charged in connection with a tragic crash in Lake Elmo that resulted in the death of a five-year-old girl. The incident occurred on January 20 and has led to serious legal consequences for the accused.

Jeffrey D. Alexander Jr., 47, has been charged with two counts of criminal vehicular operation. Each count could result in a maximum prison sentence of 10 years and a $20,000 fine if he is convicted.

Details of the Incident

According to the criminal complaint, Alexander Jr. was speeding and under the influence of alcohol when he collided with a Ford Focus on Highway 36. The Ford Focus had stalled due to a mechanical failure and had its hazard lights on at the time of the accident.

Five-year-old Morgan Rae Peterson, a passenger in the Ford Focus, succumbed to her injuries at the hospital. She suffered a broken neck and severe brain injuries from the crash. Her father, Chris Peterson, and older brother, Mason Peterson, were injured but survived.

Crash Analysis and Evidence

The Minnesota State Patrol’s investigation revealed that Alexander Jr. was driving at approximately 62-63 miles per hour at the moment of impact. Prior to the collision, he was traveling at speeds of up to 81 mph, significantly exceeding the 65 mph speed limit. The investigation also noted that Alexander Jr. did not respond to the hazard despite the visibility of the hazard lights on the stalled vehicle.

Further evidence includes a blood test taken after the crash, which showed Alexander Jr.’s blood alcohol concentration at .056. Additionally, traces of Clonazepam, a medication he was prescribed, were detected at .004 mg/l. The State Patrol has indicated that both alcohol and the medication likely contributed to the crash.
